De-Carbonisation Programme Manager

At Cardiff Met, we’re building a campus environment that enables people to thrive – supporting innovative teaching, impactful research and an outstanding student experience. Ranked 1st in Wales in the People & Planet University League, we’re turning ambition into action; backed by nearly £25M in low-interest loan funding to deliver decarbonisation works over the next four years, creating smarter and more sustainable spaces for our community.

You’ll be joining a multi-award winning team, recognised with the Times Higher Education Award for ‘Outstanding Contribution to Environmental Leadership’. This is an opportunity to make your mark in tackling climate change, applying your practical expertise and technical insight to deliver meaningful, measurable change.

As our De‑Carbonisation Programme Manager, you’ll play a central role in progressing our net zero commitments, helping to shape and deliver a major capital programme that will transform our estate. You’ll help shape a safe, accessible, and student-centred estate that enhances learning, research, and community engagement.

You’ll work collaboratively with colleagues and partners to plan, prioritise and deliver complex programmes of work, ensuring projects are aligned to our Strategy 2030 and wider environmental commitments.

You’ll play a key role by:

  • Leading the development and delivery of a prioritised de‑carbonisation capital programme across the estate.
  • Acting as the client lead for major projects, working with consultants, contractors and stakeholders throughout the full project lifecycle.
  • Managing procurement processes and contract delivery.
  • Ensuring robust governance, including financial management, risk management and clear reporting.
  • Leading multi‑disciplinary teams to deliver projects safely, on time, within budget and to the required quality.
  • Working closely with colleagues to ensure projects support our net zero carbon goals while supporting teaching, learning and research with minimal disruption.

What you’ll bring

You’ll bring significant experience of delivering complex capital programmes within a multi-site environment, along with the ability to work collaboratively and build strong, trusted relationships. Additionally, you’ll bring:

  • Experience of planning and delivering major capital projects, including de‑carbonisation or refurbishment programmes.
  • Strong client-side project and programme management expertise, including procurement and contract management.
  • Experience leading multi-disciplinary teams and managing external consultants and contractors.
  • Sound knowledge of health and safety, building regulations and CDM requirements.
  • Strong organisational and communication skills, with the ability to use data and insight to inform decision-making.
